Conditional Tweezer programming: add arguments that we can pass to 'OccupationReceiver' (e.g. a target occupation)

Some minor fixes for tweezer occupation, AWG reprogramming and waits
Added time offset from waits also to ADwin AOUT trace (for plotting in lyse)
Bugfix: Make sure DCAM also works without using 'occupation receiver'

ADwin: Untested code to enable using a single wait with the ADwin as master pseudoclock
SpectrumAWG: Added zmq image receiver socket, the can get the Tweezer image during the shot to reprogram the sequence of the AWG output. Tested with dummy devices, not with real hardware yet.
OrcaQuest: Added an zmq socket to send one speciific image during the shot once it is received. Tested only with dummy devices, not real hardware yet. We still have to find out the actual delay between the camera trigger and the image being forwarded to the 'occuption receiver'.
ADwin: Implemented using multiple PID channels for one AnalogOut (than used to work, but we broke it with the last code changes where we split up PID init).
