Override 'communities_new' view function

To support having the 'SITE_UI_URL' config value be a 'LocalProxy' object instead of a plain string.
This helps with allowing multiple domain names (e.g. researchdata.tuwien.ac.at and researchdata.tuwien.at) by generating links/URLs dynamically, based on the request context (and configuration values as fallback).
