Fix usage of removed configuration variable

The configuration variable THEME_TUW_LOCAL_LOGIN_ENABLED was removed a while ago (in favor of ACCOUNTS_LOCAL_LOGIN_ENABLED), but still referenced. That's fixed in this MR.
