Override WEBPACKEXT_PROJECT

Setting a custom WEBPACKEXT_PROJECT should allows us to install a custom webpack.config.js, which in turn allows us to include webp images (relevant for #12 (closed)).

Note that this MR is only in a WIP state and has not been tested (invenio webpack buildall, etc.) yet!
