Only read DataCite datacenter symbol config conditionally

Moser, Maximilian requested to merge mm/datacite-datacenter-symbol into master
  • if the DataCite integration isn't enabled (default: disabled), we don't have the information set that was required in the fallback logic
  • this was an issue while building the frontend assets in the container images, before any deployment information would be included
