Handover of responsibility for quality imrovements to different users.

When a user created a dataset it will be assigned to this user for further quality improvement. But sometimes it might make sense to assign the quality improvement to another user, who has the knowledge about the missing information or when a user is not available anymore. This could be done by changing the created_by column, but this would somehow destroy the traceability who really did the work.
