Add check to see if submission is intended to be open access

There is currently very little feedback if something is missing beyond "FIXME" messages in the output. It would be nice if there is a preliminary check to see if the current page is even suitable for the extension to run in.

It should check if tuw.oanotes exists (and if the website is even a correct reposiTUm page).
